Before TRE-4, Changed Rules to Apply Caste, Income, Residential Certificate in Bihar
In preparation for the Teacher Recruitment Examination 4 (TRE-4) in Bihar, the General Administration Department has implemented stricter regulations regarding the acquisition of Caste, Income, and Residential Certificates. This modification is intended to guarantee that only authentic residents of the state are eligible for reservation benefits.
Significant Modifications to Application Regulations (Effective 2026)
- Mandatory Land Records (Khaitiani Evidence): Possessing an Aadhaar card that indicates a Bihar address is no longer sufficient. Applicants are now required to provide revenue records (Khaitiyan), land sale deeds, or ancestral land documents to demonstrate their residency in Bihar.
- Landless Applicants: Individuals lacking land are required to submit documentation regarding the land allocated to them by the government. Failure to do so may result in immediate verification.
- Income Certificate Changes: In order to acquire an income certificate, applicants are required to provide salary slips (if their parents are employed) or documentation of income tax returns (ITR).
- Purpose of Change: These modifications were enacted to deter candidates from other states from unlawfully acquiring Bihar residential or caste certificates to assert reservation, in response to complaints received in TRE 1, 2, and 3.
Documents Required for New Application
To apply for residential/caste certificates on the RTPS Bihar portal, you will now need:
- Proof of Identity: Aadhaar Card.
- Proof of Ancestral/Current Land Ownership: Khaitiyan, Sale Deed (Danpatra), Land Tax Receipt, or related land documents.
- Other Potential Documents: Voter ID, Ration Card, or electricity bill, Telephone Bill (often used for residential proof).
Key Points for TRE-4 Applicants
- Domicile Rule: A valid domicile (residential) certificate is mandatory to be considered under the Bihar resident quota (roughly 84.4% of seats).
- Validity: While caste certificates are generally valid for a lifetime, Non-Creamy Layer (NCL) certificates for BC/EBC candidates must be current (usually valid for one year).
- Action Required: Candidates are advised to prepare these documents immediately as they are essential for filling out the TRE-4 application.
The Education Department has sent a requisition for TRE-4 to the Bihar Public Service Commission (BPSC) through the General Administration Department. It is believed that the Commission may issue an advertisement regarding the recruitment this month.
