What is OBC NCL Certificate

An OBC NCL Certificate (Other Backward Classes - Non-Creamy Layer) is an important document issued by the Indian government. It shows that an OBC individual's family income and social status fall below an annual income of less than 8 Lacs. This certificate provides access to reserved benefits in education, government jobs, and welfare programs. It helps differentiate them from the wealthier "creamy layer" of the same community.

OBC: The person belongs to the Other Backward Classes, a group recognized as socially and educationally disadvantaged.

Non-Creamy Layer (NCL): Their family income and social status are below the government limits (currently about ₹8 Lakhs per year). This makes them eligible for affirmative action benefits.

OBC individuals from families earning below the income limit can claim reservation benefits. Those in the "creamy layer," or higher income, are considered part of the General category and do not need the certificate for reservations.

Difference between OBC and EBC in Bihar

In Bihar, the main difference is that EBC (Extremely Backward Classes) are a sub-group of the larger OBC (Other Backward Classes) category. They are specifically recognized as the most socially and educationally deprived castes. EBCs receive a separate and larger reservation quota of 18% compared to the 12% allotted to regular OBCs. While OBCs are generally considered backward, EBCs are the most backward.

In Central Government, there is no classification in OBC. There are only OBC Creamy Layer and Non Creamy Layer.

How to Apply OBC NCL:

• To apply OBC NCL certificate, First You need to apply EBC(Caste Certificate), Residential Certificate and Income Certificate RO/SDO/DM Level. 

There are two types of OBC NCL certificate: 

• For the purpose of Govt. of Bihar- Documents Required: Caste Certificate(EBC), Residential, Income(Annual Income < 8 Lacs), Self declaration form XI, Any ID Proof, Photo. (In Bihar Admission Counselling or Job Vacancy)

• For the purpose of Govt. of India-Documents Required: Caste Certificate, Residential, Income(Annual Income < 8 Lacs), Self declaration form VIII, Any ID Proof, Photo. (In All India Counselling or Job Vacancy)

If You need District Level OBC NCL then First You need to apply RO/SDO Level then you can apply for DM Level.

• Go to official Site RTPS

• Click on Top Left : General Administration Department

• You will get: List of all document such as caste, residential, income, NCL-Non Creamy Layer(OBC) purpose of govt. of bihar and NCL-Non Creamy Layer(OBC) purpose of Central Govt.

• Open that form and fill it 

• Attatch Photo, ID Proof and other documents

Submit 

You will get receipt and After 7 days(Caste, Residential and Income), 21 days (NCL) you can download.
